DSO and BM in a bind and SM isn't bailing them out this time

So, DSO had his way and took SS to RTC, BUT it wasn't an RTC, it was a foster home. Seems the state stepped in and took physical custody, they already had legal. IDK if BM knew this would happen or was notified, but DSO had no idea until he saw the place he took him and BM got a letter on Saturday.
The only way SS could have stayed with a parent was if DSO took him. DSO thought the boy was doing sooooooo good, but obviously, DSO doesn't know what goes on at BMs. BM is chaos and usually messed up on pills so DSO doesn't know what is going on.
Anywho, DSO could take SS but only if he quit his job, got on welfare and a free HUD apt and moved out of my home. This SM isn't stepping up and bailing those people out again. Did it once, got shit on and will never again.
Kid will get EOW home visits and family can visit every Sunday. Maybe BM was sly as a fox. 2.5 years of DSO spending a day every weekend away from me and us having any kind of life. Or maybe she doesn't care bc SS is the golden child of DSO's and she knows losing that kid would hurt more than anything.
Haven't sorted out how much longer I can take this shit. SS21 was in juvie for 2 years, then SS15 went. For 4 years, DSO has spent a day a weekend visiting his feral offspring. It has taken its toll.
DSO thinks they will look for any excuse and take SD. SD isn't in any trouble but likes to skip school, so that could be the reason.

I hate to ask, because I'm pretty sure I know the answer, but is SS21 rehabilitated and a functioning member of society?

DSO still has SD. She is a 3.8 student and in band and doing well. She just needs to stop using stupid excuses to miss school. SD knows she gets on my shit list, she is out the door and she doesn't like the BM chaos.
SS21 is a POS and will never change. DSO doesn't interact with him at all bc the boy went straight to BM after his juvie stay and won't work, get a GED etc.
