Lord give me strength! What will she do next? I can't handle this woman and her crap anymore!
Why can't she just go away again and make life better for everyone involved?

You said she's a drug addict but she completed a rehab program. Is she using again or is she clean? If she's clean, then you will have to work with her so she can establish a relationship with her children again. If she's not clean, report her.
