Set in Stone? Is this Normal?

Hi all. I've heard that once a court order is in place, it's very difficult to modify parenting time. 

I'm a stepmom to a great little girl, but my husband has less than equal parenting time. I don't think it's right and hope we can get it changed to equal parenting time but everywhere I read says that we would have to prove there was a change in circumstances.

Is my husband really not able to ask for more time because he just wants to see his child more? He had to settle for less parenting time because we ran out of money and his ex was bankrolled by her parents. 

Does anyone know?

DH has legal custody. The BM has painted him in a bad light to the school and cut him off from a lot. It's really frustrating, but the school his daughter goes to is one of few that doesn't taken advantage of online services, social media, etc. We are in a metro area and I've not seen another school be like that, but I've searched as well and not found anything.
