Below is a link and a start
Below is a link and a start of a definition- there is more in the link, it was the best one I could quickly find for a clear definition of harassment in Canada....
http://www.teachers.ab.ca/Quick+Links/Publications/Other+Publications/To...
1. Characteristics of Harassment
Harassment, both sexual and personal, is unwanted, repeated behavior that adversely affects a person's ability to work or study. The test of whether or not behavior is harassment is one of "reasonableness." In a case in which a person is accused of harassment, civil or criminal courts would consider whether a reasonable person would consider the behavior harassing if he or she were in a similar circumstance as the complainant.
In deciding if specific behavior is harassment, the following questions should be asked:
* Is the behavior unsolicited or unwelcome?
* Is the person aware that his or her behavior is causing discomfort?
* Is the behavior coercive or forceful?
* Are the actions deliberate?
* Are the repeated?
* Does the behavior denigrate the dignity of the individual toward whom it is directed?
* Are the actions intended to offend or intimidate?
A positive response to one or more of these questions indicates that harassment may have taken place.

All of the above is her to a tee.

Can i put a restraining order on her honestly this women has mental issues
I'm not sure, I have no idea
I'm not sure, I have no idea about Canadian law, if it's similar to US then you would have to convince a judge it's necessary.

Sam
Turn the ringer on your phone to off and just let the answering machine get it until this pycho gets tired of calling you. You can keep the messages as evidence against her.

That is EXACTLY how sm in my
That is EXACTLY how sm in my sitch got convicted of harassment....the judge wasn't too happy at all that she did this on Mother's Day, and proceeded to say things like I was a horrible mother, and kiddo has a real mom now....he almost didn't accept her plea and then she would have been looking at jail time....the best evidence is their very own words.

In my case
BM manufactured false documents, gave false answers in the Discovery she sent back to the court. Her own answers in the Discovery hung her and she lost the case. The Judge saw right through her. It costs us thousands of dollars but the Judge put in writing that BM is a liar so that took a lot of her ammo away. She is no longer credible in court. She did things like having the Attorney tell the Judge that the reason she couldn't get the Disovery back in time is because she did not have a Notary authorized to sign documents that the US acknowleges. Well she used the very same Notary she used to sign the passport application the previous year. By the time I finished analyzing the Discovery there were 15 pages of total lies. Another example she said in her new country filing taxes was "optional" LOL!!!! Well who in the world would voluntarily pay taxes if they were optional.
It took me 4 years of gathering documentation to finally get this witch off of our backs and to show the court her true colors. Sam you need to do the same.
